Pho 24, but it's sooo expensive. a plate of rice is like 39,000 VND
in my city it only costs 10,000 VND
the pho there is good too, but just go walk around and look at outside stores that offer the food you like. there are some really inexpensive small street restaurants that are good as well.

A great place to try is Quan An Ngon, it may not be the best food in the city but is a good place to sample many different dishes at very good prices. The owner took the best street food vendors and put them all in one beautiful French style villa, you can choose food from any of the 20 or so stalls from one menu, and it's a fun place to eat.
