I guess you are talking about cyclo, it's called "xÃch lô" in Vietnam, nowadays mostly used for tourism. The word came from French quite long time ago I think, and you can read it like you read "cyclo" (not exactly the same but maybe people can still understand).

You're right. That's "xÃch lô". They were once common means of transport for city-dwellers, but in recent 10 years, people no longer use it. I think they prefer their own motorcycles and car taxis. So now most cyclo riders bring cyclo tours for foreigners. Some of them can even speak English and can be an amateur tour guide for them.

Most cyclo drivers are ex-military who for for the south. Because they fought with the Americans it is very difficult for them to find other jobs.
