What is a viet q?

heard this expression from a friend in vietnam but don't know what it means, can anybody help?

The term is Viet Kieu. It generally means Vietnamese living abroad or outside of Vietnam. If you are Vietnamese and visit Vietnam, your friends in Vietnam would call you a Viet Kieu. The term is proper connotation for Vietnamese living abroad, but is sometimes considered derogatory by the native Vietnamese or by Viet Kieu themselves.

SOMETIMES, Viet Kieu are looked down upon by the natives because the Viet Kieu didn't live through the hardships of communism as like the natives. The Viet Kieu are considered walking money bags and are treated worse than other tourists. This is not always the case, but it should be something to keep in the back of your mind when in Vietnam.

The first part of Mojave Dans answer is spot on. The second half is probably accurate. I'm a former Marine, married to a Viet and we have kids. We're the Viet Who ??? lol or if you prefer, the Americ- huhh's???

I like the first part of Dan's answer (and Ong Jon is right, he is very knowledgeable of the topic).
The second part though, I may disagree. A lot of the Viet Kieu are boat people, who were forced to leave Vietnam during the war. Therefore, I would say that they are among those who suffered the war's consequences the most. Eventhough they may have a better life outside of the country, it wasn't their choice to leave VN on the first place.
Vietnamese don't discriminate against the Viet Kieu in particular either. Lot of time, it's the Viet Kieu who think highly of themselves as they have more money as well as better education (according to them) and act all hight and mighty that piss the native people off. Also, because it's fact that the Viet Kieu are wealthy, whoever treats them nicely would be thought of going after their money. (You won't see poor Viet Kieu there simply because they couldn't afford to visit VN on the first place.)
Another fact is that there are a lot of Viet Kieu who come back to VN to get marriage with native VN girls. Those girls, poor them, maybe looked down by others since they "only go after the money" (stupid, ignorant idea but it's there). And the Viet Kieu will become the "evil person who use money to buy his bride". (Don't get me wrong but there's rarely any female Viet Kieu marriage native VN guys.)

my friend "dan" is probably giving you the correct answer you're looking for [ he always does] but my 1st thought was "q" as in "line up."... its become a world wide common term now but i never heard it before i went to viet nam ["q" up"- "line up ", "get in line"]
dey dan, what do you say we get together and me up w/ "rick m" the next time we're in viet nam? he's a hoot ! lol!
