Saigon is one of my favorite cities in Asia -- such great character, style and history. You can't beat the old-world feeling, with crazy traffic, scooters zipping everywhere with girls looking beautiful and proper in their silk ao dais sitting side-saddle as they zig and zag between cars. Great markets to shop for everything (buy the coffee); great street-side coffee shops, tailors, souveniers....

District 1 is the best tourist location for visitors - very central. The Opera House is at the center of a square off which there are amazing shops, restaurants, art galleries, etc. Dong Khoi Street is the best tourist street in all of Siagon, and while most of the hotels there (listed in answers above) are above your price range, there is one hidden gem I've found that is in perfect location and is very well appointed. Bong Sen Hotel (www.bongsenhotel.com/). Nice rooms, perfect location, great prices (sometimes they'll upgrade you for free). Double room, $69 (don't stay at the cheaper annex, stay at the one on Dong Khoi!).

Also make sure to visit their restaurant, Lemongrass, around the corner. A great traditional restaurant, written up in most of the best guides.

A great resource for figuring out the best things to do and places to go in HCMC (and some other major Asian cities) is the Luxe Guide...they're sold at all the airport bookstores...tiny little brochures with great tips on hotels, shopping, sights to see, restaurants, bars, etc.....they update them every couple of months, and they really fit in your pocket, so they're much better than the traditional bulky guide books. For other hotels, try http://www.asiahotels.com. Great resource, but you need to know the neighborhoods to pick a good one in HCMC.

If you can splurge and are willing to pay more (e.g., US125/night), the absolute best hotel in Saigon is the Park Hyatt. Perfect location, great rooms, beautiful pool, spa, great lobby, traditional feel but all modern amenities, two of the hottest restaurants in HCMC, etc. If you can't stay there, try at least to visit and have a drink or lunch.

I usually stay at the First Hotel...really great service, nice breakfast, and convenient, Taxi is cheap and always available. Clean and price is right!! Maybe $50-$70 usd depends upon the season and size of room.

Depend on which part of Saigon you would like to stay (walking or taking taxi, which activities, which facilities, etc.) asiarooms.com (http://asiarooms.com/vietnam/ho_chi_minh_city.html) is the place I would recommend, as the site also groups the hotels in Saigon into different locations.

In the center part of the city, where most nightlife activities happen, for the price up to $70 a night, http://asiarooms.com/vietnam/ho_chi_minh_city/city_center-area.html, I'd recommend either Continental or Rex (they are next to each other, I believe.) Both are close to many restaurants. Rex's room is old but huge (for that price.) The food in Rex's restaurants (there is a rooftop, I believe) is also decent. I wouldn't recommend Rex's swimming pool though.

The other recommendations, e.g. Sheraton and Caravelle, definitely cost more than $70 a night. Of the more luxury hotels, I'd recommend either Sheraton or Park Hyatt. Caravelle has good service, however, the hotel's lobby seems small compared to the others.

My friend stayed at Grand and also liked it, but I have never stayed there. I like Bong Sen's buffet restaurants, though I have also not stayed there.

for under $70 you can get a real nice room at "the metropolitan "off bui vien street. it even has a roof top swimming pool and private kareoke rooms. it not far from the back pack area where you can get suoveniers, book tours and travel arrangements , find night life and western style food.. the rex and carravell may have $70 rooms but they go up to $2,500 a night.. they are both worth a vist as well as the "new world" for dinner or cocktails. but the only place in steaming sai gon w/ a pool [ that i know of ]is" metropolitian"

You can stay at Rex hotel, it's very nice and cheap, it's a four-stars hotel. It also have a very good massage service.
Or maybe you can stay at New World hotel, the best hotel at Ho Chi Minh City, but it's more expensive than the first ones.It's *****
Caravelle hotel, the second five-star hotel at Ho Chi Minh City is also good enough to stay at.
And the last hotel I think you should stay at, it's Que Huong hotel, very good hotel, and the hotel also have a very good and cheap restaurant
