i'm guessing you mean "cheaply"... stay in tourist areas, though you may find guest house in the "vietnames areas" cheaper access to everything else will be more convienient in the tourist ares , and there are many inexpensive mini hotels in every city. consider the value of your time, planes are the fastest ways to get around but busses are cheapest, however id you take are overnight train you save on hotel for the night... occationally eat "on ther street" vietnamese street food is VERY CHEAP.. you do take your chances eating it though...socializing/partying; at least on occation sit out on the street and drink "bia hoi" rather than go to a club... not only very cheap but almost always lots of fun... and oh yeah , dont get sick , and dont get your pocket picked ; in otherwords be prepaired and be on guard.
you probably could get by on $30-$50 a day if you are carefull. at $50 a day you'll eat sleep and travel well

Depends what you mean by budget, when i go out i have a low budget, and in my case at the moment im so poor the best way for me to see vietnam would be a combination of google earth and TV
However my mate Steve is minted, with his budget the best way to see nam would be by helicopter with pink champagne and cuban cigars!

Try - Grand Circle Tours, on the web. about $2,400,00 for the whole country including air fare, hotels and meals. Went last November - great tour - much more than I expected.

I have just came back from my Hanoi trip last February 2009. The total "damage" including Airasia flight tickets was about RM 900 ( or USD$ 250 ) for the 7D6N trip which covers Hanoi, Halong Bay and Sapa. Our trip is totally on budget but yet we manage to indulge once in a while without exploding our budget.
