When did Vietnam open up to tourism ?

Tourism to Vietnam has had a slow start since the end of the war. Serious numbers began in 1990 when there was about 250,000 visitors.
The country now has over 4 million visitors a year and this number is growing. In November there was over 250,000 in the month, almost the same number that visited in the whole 1990 year.
I have been there 4 times in the past 4 years and the country is becoming a popular tourist destination.
Even though the country is a communist state there is plenty of evidence of ownership and capitalist ideas.
