There's an international market not far from Ben Thanh market. It's small, but it's probably the best bet to find specific ingredients from Mexico or from any other country for that matter. Ask around when you're in the area.

For tortillas, refried beans, etc. You should go to the Co-Op Market in Phu My Hung. That market is the closest thing to a Ralphs, Albertson's or Vons in Vietnam as you're going to get. I know they have tortillas there, but I'm not sure about refried beans.

There are no Mexican or Spanish food stores in Saigon or the rest of the country for that matter. The good news is that almost all of the Mexican spices are available and corn and flour for tortillas is everywhere. There are a couple of company's in Australia that import processed corn paste for tortillas and its pretty good. Peppers are every bit as good as the Mexican type and some are world class hot hot hot. So bring your Mexican cook book if you want good Mex. Cambodia has a couple of good restaurants. The Cantina in Phnom Phen is probably the best and has a great selection of tequila. and there is a small place in Siem Reap that is pretty good as well called.Viva its pretty good but some of the dishes are a mystery. So you are on your own when it comes to Mex and Spanish in South east Asia. Oh.. Bangkok has several good ones as well.

There is one store named Texas BBQ on Pasteur street, District 1 or 3, I'm not sure. But my husband and I used to come there cause they have all kind of Mexican food. YOU will love it there, the taste is almost the same.
Good luck, but anyway, try Vietnamese food if you visit VN, their food is great, try the restaurant named NGON (delicious), you can find its address online. We love Pho and Cha gio (spring rolls)

Haven't seen any Spanish markets in HCMC or any where else in Vietnam. Why would you go to Vietnam and try to eat Spanish food. Vietnamese food is ever so good and you can eat it as hot as you like. cheers c
