The answers to all your questions except the first one are "Yes". $100 is not for cheap by Vietnamese standards. That's almost 2 months average wage.
As for a tailor recommendation: Look at a guide book or two like Rough Guide, Lonely Planet, etc. They usually have a tailor or two listed.
Or when you get to Saigon you'll probably end up in the Pham Ngu Lao tourist area. Chat up any one wearing a tie. They're usually English teachers and have been there a while. Ask for a couple of recommendations. Check the tailoring out before ordering. The good tailors will have pictures, etc. of suits and other clothing that haven't hit the racks in NY or LA.
If you're going to Hoian, hold out until you get there. The tailors are just as good and less expensive.
