Hanoi's Hoan Kiem District can be compared to a huge Wal-Mart if you know your way around. Most all the streets there specialize in a certain type of product. The "Electronics" street is one block South of Tran Tien Street. Trang Tien Street is the street that borders the South of Hoan Kiem Lake. That street has dozens of electronics stores, which will make it easy for you to bargain for a new camera.
There's another street in Hanoi that has a lot of electronic stores, but I couldn't begin to tell you where it's at (my wife took me there to find a DVD player). I'm sure a taxi driver can take you to that street, because it's very popular.
The mall on the Southeast corner of Hoan Kiem Lake has a Sony store on the first floor as you enter from the lake side entrance There are a few other stores selling electronics in that mall too. You will probably find what you're looking for, but you're going to be paying mall prices for it.
If all else fails go the bizzaire market, which is about 1/2 mile North of Hoan Kiem Lake.
Prices for electronics in Vietnam are not that much different than in the U.S. (maybe a little cheaper), but the quality is much different. Make sure you thoroughly check out the camera and make sure it's not a knock-off. Take a native family member or trusted friend to shop with you.

I would check with Big C Shopping Center out in Dong Da District. It is on Tran Duy Hung Street. That place has almost everything. Hanoi bus goes there for a very reasonable price. Cheers.
