I would start with the Vietnamese Embassy in Washington or the Consulate in San Francisco.
My children were born in another province. When we got their birth certificates we went to the So Tu Phap (Sao Too Fap, sorry I cant add the punctuation marks).
If you are planning to call or visit Saigon, that is where you want. |
