There are dozens of excellent restaurants within walking distance from my house in District 7, which I wouldn't hesitate to recommend. There are dozens more restaurants throughout Saigon that I will not hesitate to recommend. However, the absolute best place to eat in my opinion is the night market at Ben Thanh.
The food vendors who setup around Ben Thanh during the night market are among the best in all of Vietnam. I've had some of the most incredible meals in Vietnam there and at very reasonable prices. Also, you can't beat the blended atmosphere. You are technically eating from a street vendor, which Vietnam's cuisine is world famous for, yet you are in a relatively clean restaurant environment. You can see them prepare and cook everything, which is an event in itself.
Even if you favor another recommendation for your answer, I strongly urge you to try my recommendation at least once while you're in Saigon. I assure that you won't regret it.
