Are you looking for a Viet to emmigrate to Canada? If so, you could try to post an advertisement in one of the dozens of Vietnamese language newspapers in Vn. You could also post it on a job board such as Vietnamworks.com. The problem is that you will have no idea of their skill level unless you go to Vietnam and see for yourself.
Another idea is to go to the Vietnamese community nearest you and talk to the people you meet. They may be able to find a local talor/seamstress who is looking for work.
You could also try to email me, I'll talk to the in-laws, but I've never received an email from YA.

You could put ads in the vietnamese newspapers or local vietanamese radio stations where most Vietnamese reside, LA, Orange County, San Jose in CA.
