The law's on owning a car in Vietnam are a particularly Gray area , i assume you are talking about a foreigner owning one ? . I know a lot of Expats that own cars there but they usually have Viet partners . The cost to actually register ownership has risen by 10% this year , a 3 series BMW $79,000 cost price . Then you must pay $12,000 to actually register ownership ??? , these are Hanoi & Saigon rates elsewhere it increases from 4 to 8% .
There are new laws introduced which make it (supposedly) easier to get a license to drive , but nothing in Vietnam is straight forward as regards legislation . You find you must have a visa of at least 3 months to apply , then you find that your license to drive a car does not cover bikes ????. It is complicated i hope this helps

yes you can , i know a number of ex-pats in vn with their own jeep.. you must get license and have insurance.. and you probably must be there w a work visa
