Why some people say that in Vietnam you get hassled(tourists) all the time and more aggressively than in Thai?

What you are asking is just not true. I live in the tourist resort of Nha Trang, although the sellers can be a pain in the ***, they are certainly not aggressive.

I guess it depends on what you view as being hassled. I recently lived in VN for 4 years and traveled extensively. There were people who approached me, as they did any other foreigner, to try and sell me things - but with very rare exception, I never found them to be obnoxious or a problem. If I had the time I saw it as an opportunity to kid with them. Most of them are nice kids/folks who are just trying to make a living.

Not been to Thai but I can say I did not feel hassled at all in Vietnam, obviously people want to sell you things as that's how they make their living but politely say no and they move on to the next person.
I found it a very friendly and safe place to travel around.

Because you do get hassled more than in Thailand, from the young girls trying to sell you gum and candy to the cyclo drivers who try to sell you women and sex are very aggresive and will follow you and pester you and won't take no for an answer. In Thailand at least they'll leave you alone after you make it clear that you don't want what they're offering, in some places in Vietnam you might have to say no half a dozen times before they leave you alone. Having said that, I really don't mind that much, it's common in many countries in the world and it's always good natured and friendly in Vietnam.

The system for transporting tourists around Vietnam is more strictly controlled than in Thailand, and off-the-beaten-track destinations are more difficult to reach as a result. This means that in Vietnam, relative to Thailand, certain areas are guaranteed to be more densely populated with tourists than others. This makes it easier to target tourists. Vietnam has higher levels of poverty than Thailand, which also contributes to this. Thais are also particularly noted for their honourable code of behaviour, and respect for themselves and others, although this is not to say that the people of Vietnam are not similarly honourable.
